Vehicles were able to get around her moving slowly, but she parked perpendicular to traffic in the middle of the road.

They could have driven around her.
Instead, they pulled up, dismounted, and surrounded her, tried to remove her from the vehicle.
They have no authority to do that to just anyone who happens to be parked badly.
ICE can only act to inhibit a person not immediately related to the specific warrant they are actively carrying out if said person is clearly, knowingly, intentionally inhibiting the execution of that specific warrant.
That’s obstruction of justice, which they can actually arrest/detain someone for.

I get the impression they were possibly turning around the car and in the process some other cars got impatient and went around them. Then ice approached and escalated instantly like a bunch of murderous Nazis. Ice had a reason to ask them to move or what they were doing, but their actual reaction was fucking psychotic and violent.

Did you miss the part of the extended video where she waves along several ICE vehicles that get past her without issue and without even having to turn? One ICE vehicle, after several have already passed, decides to stop and surround her vehicle. She was not impeding them at all.
