He should have a full time minder for the next three weeks (6-9 counselling sessions) to follow him around and make sure he doesn’t. The minder should be a big burly government employee tasked with keeping him out of trouble. The minder should have extensive training in de-escalation skills, and a decent grasp of martial arts, just in case.
I think those three weeks would be quite humiliating and he wouldn’t want to do it again.
Scotland should take the money out of the road building and maintenance budget. Scotland doesn’t need cars and Scotland doesn’t need roads for cars. Cheaper to invest in public rail.

And who’s paying for that? Ideally it would be great but that sounds like at least 100x the budget of what we have now.
