        I mean, he included Japan and South Korea, among others that aren’t strictly “Western.” They are all US allies, though, which makes sense for a US Senator.

        Colombia is not high income and it’s one of the most unequal countries in the world.

      Maybe he explicitly selected countries which declare in their constitution that access to healthcare is a basic human right. Again, this is just an assumption by my side.
