They wanted people on the record for supporting the war before Trump started the bombing. The DNC delayed the vote to prevent that.
If it passes both houses, Trump vetos it, and it has to go back to both houses and acquire 2/3rds support to overrule his veto.
It will never get to a point where someone has to enforce it, because we won’t get that many representatives to go against Trump
