Yup, some groups in the conflict have developed some really interesting methods for producing usable parts from off the shelf commercial components.

A stockpile pile of such things is not particularly useful without the ability to source the input. Rounds, spare parts and lubricants.
As well as all the organizational elements needed to make use effectively. None of which can be planned around without a clear idea of goals and the conditions they are expected to be used under. Arguably knowledge and tools to produce such things with limited resources available is more useful than a massive easily targeted stockpile.

You can actually fill them with a lot of different things.
But paint is great if you want to make an avant garde art piece commenting on the prevalence of surveillance in a community, or rejecting the transparency of a given surface.

Simplified “I have devoted more of my time to labor related to work because my access to resources has been reduced”
If nothing else it’s just inefficient. Like, a cafeteria or food court is going to provide meals with less overal labor spent than everyone making their own bag lunch. If people want to bring their own lunch, good for them, but economic pressure should not be forcing people to internalize additional labor costs by adopting a less efficient method of mid day meal preparation.
