It doesn’t really matter if its a crime or not. No one is enforcing it.
He says it with enough ambiguity to claim later that what he meant was: allow ICE to do our job or the nasty immigrants and anti-fascists will cause bloodshed. But of course it’s his people causing the bloodshed, not the people they’re attacking.
No, it’s just a crime by the letter of the law. The problem is that nobody will enforce it.
