    They were the union of two previously existing agencies, immigration and naturalization services and the US customs service.
    It may have been unnecessary, but it was part of a larger federal law enforcement and intelligence apparatus reorganization, and not a net new block of enforcement operations.

    Excluding deporting people needlessly for racist bullshit reasons, they have other responsibilities regarding human trafficking, and certain classes of international crime.
