According to the text of the bill, US security assistance for the West Bank and Gaza would be blocked unless the Secretary of State certifies to Congress that Palestinians are meeting US-set benchmarks and taking steps to end alleged “torture” and other abuses by Palestinian security forces.
The bill further blocks such assistance if Palestinians initiate or actively support investigations at the International Criminal Court (ICC) against Israeli nationals for alleged crimes against Palestinians.
The National Security and State Department bill provides $6.77 billion for the State Department’s Foreign Military Financing (FMF) program, including at least $3.3 billion in grants for Israel, which would be disbursed within 30 days of enactment and used for advanced weapons systems.
Probably PA money. They want to coerce the PA into more repression for Palestinians or take away their funding.

In 2006 there was an election in Palestine which was won by Hamas. But Israel and the West refused to accept the democratic results so they started a civil war between Hamas and the PA. Hamas prevented the coup in Gaza but the PA won the West Bank.
Since then the PA regime has ruled the West Bank and their only job is to suppress Palestinian resistance while letting Israeli terrorists roam free and do whatever they want. They refuse to hold elections.
The PA gets a lot of funding from Europe and the US as well as a way to indirectly support Israel
