I don’t think ICE has the staff to go after whole states at this point, because there are many stories in the media that seem to indicate they are hiring every stupid motherfucker who puts in an application. They send a ton of people to small geographical areas so that, theatrically, it appears that they are more powerful and numerous than they really are.
There are various means of resistance happening in local communities. Here in Kansas City, Missouri, for example, our city council just banned ICE from receiving an permits or zoning for mass detention facilities here in our city.
